The 2006 Annual Meeting of the Skyline Ranch Estates Property owners Association was held in the church hall at St. Mary’s Catholic Church in Wimberley at 10:30 a.m. on Saturday, April 29, 2006.
The meeting was called to order by President Ed Ziegler who welcomed POA members and introduced the current board members:
• Kate Conroy, Vice President (not present)
• Sam Young, Treasurer (not present)
• Mary Mettenbrink, Secretary
• Stan Grupinski
• Beverley Muse (not present)
Thanks were extended to Sam Young and Stan Grupinski who will be going off of the board. Their work was greatly appreciated.
A special thanks was also extended to Susan Ross for her hard work and expertise in planning and coordinating the annual Christmas dinner. Ed encouraged residents to participate. Get to know your neighbors better and have a wonderful time!
Minutes of the last Annual Meeting, the Financial Report for 2005 and Neighborhood Watch maps were distributed. A motion was made and seconded to accept the minutes of the 2005 Annual Meeting. Minutes approved.
Treasurer Report
President Ed Ziegler, in the absence of Sam Young, presented the financial report. The SRE POA bank account as of December 31, 2005 was $9,733.32. Ed noted that there is an adequate amount of money in the account and offered some ideas for some possible worthwhile purchases. 1) An emergency generator for use by the Water Board for running the well pump in the event of a long power outage. 2) Long folding tables which can be used for the various neighborhood events throughout the year. These could be stored in the Water Board storage shed and might also be available for SRE residents to borrow. Ed asked for other suggestions from the attendees. No others were given. A motion was made and seconded to accept the Treasurer Report. The report was accepted.
Neighborhood Watch
Pat Koeppe reported on the progress of the program and introduced the block captains. They are: Ed Ziegler, Carol Wilson, Petesie Lee, Nancy Chiburis, Beverly Galante and Pat Koeppe. Maps were distributed showing the areas covered by the block captains. Pat showed the information sheet and encouraged residents to fill it out and return it to their block captain and contact them when you go out of town. Having neighbors aware and keeping an eye on your property while you’re out of town provides valuable added protection.
Pat Koeppe thanked Eric Eubank for his continued work as webmaster for the Skyline Ranch Estates web site. Pat and Ed Ziegler encouraged residents to check out the web site and to get on the email list in order to receive current information regarding the neighborhood as well as valuable local crime reports and crime prevention information. This summer’s Neighborhood Night Out will be August 1, 2006. Pat reported that Hays county was 20th nationally for participation in last summer’s event.
Architectural Committee
Joe Harrison reminded POA residents to contact the committee for approval of any building, additions or changes.
General Notes
1. School Bond Issue: Ed Ziegler commented that two school bonds have been defeated in the past two years and it is rumored that the WISD will hold another election in November, 2006. If so, it would need to be announced by the latter part of August. Ed encouraged everyone, regardless of your view, to be informed. It is the goal of the POA Board to be pro-active in getting information to SRE residents so you can judge for yourselves. It was noted that in doing so, Stan Grupinski has contributed a lot of time and effort in following the bond issue and in obtaining a copy of the property contract concerning the previous high school proposal.
Jim Van Overschelde reported that he has been attending all of the school board meetings and is now on the WISD Planning Committee. They will begin meeting in May to work on a long range plan. There will be community forum opportunities in which residents will be able to participate and give feedback.
Ed Ziegler encouraged SRE residents to attend school board meetings and forums in order to stay informed.
2. Dogs: Ed Ziegler noted that there continues to be a problem with dogs running loose in the neighborhood. POA residents are reminded to be respectful of their neighbors by keeping their dogs on their property or on leash when off property. Remember also when walking your dog to ‘pick up’ after them. If you have an unresolved problem with dogs contact Ed and he will address that with the resident.
3. Road Traffic: Excessive speed and using more that your appropriate half of the roadway occurs. A reminder was given to all residents to be safe drivers.
Election of new POA Board Members
Members of the Board of Directors rotating off after three years were Sam Young and Stan Grupinski. The Board has nominated Carl Galante and Chris Lowry to fill these positions. President Ed Ziegler asked for nominations from the floor. None were received. A motion was made and seconded to approve the Board nominations. The motion passed and board members were elected.
